The important word here is qualifying. Having Medicare doesn’t automatically mean that any service you receive at home will be covered.
What’s the Difference Between Home Health Care and Home Care?
This is where a lot of families get confused, and understandably so. The terms sound almost identical, but they describe different kinds of support.
Home health care is healthcare services provided in your home. It may include nursing, physical therapy, occupational therapy, or speech therapy.
Private home care generally focuses on everyday support, such as:
- Bathing and dressing
- Meal preparation
- Companionship
- Transportation
- Mobility assistance
- Light household tasks
- Supervision and day-to-day support
You may need one type of care, or you may need both. For example, you might receive physical therapy at home after surgery while also having a caregiver help with bathing, meals, or getting safely around the house.
Even though both services happen at home, they aren’t necessarily covered the same way. Medicare generally doesn’t cover ongoing custodial or personal care when that’s the only type of care you need.
Knowing the difference early on can make conversations with providers much easier and help you understand which services may be covered and which you may need to arrange separately.

Who May Qualify for Medicare-Covered Home Health Care?
Medicare has specific requirements for its home health benefit. In general, you’ll need to:
- Be under the care of a doctor or another allowed healthcare provider
- Have a care plan established and regularly reviewed by that provider
- Need qualifying healthcare services
- Meet Medicare’s definition of being homebound
- Receive care from a Medicare-certified home health agency
A healthcare provider also needs to evaluate you and order the home health services.
This is why your individual situation matters so much. Medicare coverage is based on your medical needs and whether you meet the program’s requirements, not simply on whether having some extra help at home would make life easier.
